Doc. dr Velibor Spalevic: Naucna dostignica podsticu iskorake
Univerzitet Crne Gore - Doc. dr Velibor Spalevic, na prijedlog Biotehnickog fakulteta, dobitnik je Priznanja Univerziteta Crne Gore za posebne doprinose u razvoju naucno-istrazivackog i strucnog rada i medjunarodnom pozicioniranju Univerziteta Crne Gore.
Tokom 2021. godine profesor Velibor Spalevic je sa medjunarodnim naucnim timovima (Crna Gora, Francuska, Italija, Brazil, Iran, Grcka, Slovacka, Rumunija, Srbija, Albanija, Bosna i Hercegovina), u publikovanim radovima vecinom koristeci primjenu sopstvenih modela i tehnicko-inovativnih rjesenja razvijenih na Univerzitetu Crne Gore, objavio 26 naucnih radova, od kojih je 11 naucnih radova u casopisima indeksiranim u Web of Science / SCI bazama (Q1 - 7 radova; Q2 - 3 rada; Q3 - 1 rad); 13 radova u casopisima indeksiranim u SCOPUS izdavaca Elsevier; 4 poglavlja autorskih naucnih monografija: kod izdavaca Springer (2) i Akademije nauka i umjetnosti Republike Srpske. Kao recenzent pripremio je tokom godine veliki broj recenzija za casopise indeksirane u Web of Science / SCI i SCOPUS bazama.
Profesor Spalevic je 2021. sa kolegama iz zemlje i inostranstva bio organizator cetiri medjunarodne konferencije u Srbiji i Iranu, a ucestvovao je u radu sedam istrazivackih i strucnih projekata. Na jednom od predmetnih projekata Crnogorska akademija nauka i umjetnosti je ove godine je prof. Spalevica odredila za rukovodioca projekta „Leksikon geografije Crne Gore“. Tokom 2021. na prijedlog kolega, izabran je za inostranog clana Inzenjerske akademije Srbije. Od ove godine je clan Savjeta (the Counselor) Svjetske asocijacije za zastitu zemljista i voda (The World Association of Soil and Water Conservation – WASWAC); a u istom mandatu, tokom 2021. godine, predsjedavajuci je Foruma mladih naucnika ove Svjetske asocijacije (WASWAC). U ovoj godini reizabran je za predsjedavajuceg sekcije SSS8: Interakcije zemljista, zivotne sredine i ekosistema Evropskih geonauka (EGU).
U 2021. godini na Arhitektonskom fakultetu UCG bio je ko-mentor kod izrade jednog od magistarskih radova; clan komisije za ocjenu-odbranu doktorske disertacije na Studijskom programu geografija Filozofskog fakuleta UCG; clan komisije za ocjenu-odbranu magistarske teze na ETF UCG, gdje je po modelima Spalevica razvijena veb platforma za obracun intenziteta erozije i oticaj iz slivova.
Odlukom Centralne komisije 16-og Medjunarodnog sajma obrazovanja „Putokazi“ na osnovu ukupnih rezultata ocjenjivanja kvaliteta u nauci i obrazovanju, te Pravilnika Novosadskog sajma, dodijeljena mu je velika zlatna medalja za 2021. godinu – Diploma sa posebnim priznanjem za razvoj visokog obrazovanja.
- Angazman na Univerzitetu Crne Gore (od 1995. godine do danas) odnosi se na moja prethodna i nastupajuca istrazivanja u biotehnickim i geonaukama iz oblasti proucavanja zemljista, mehanizacije i tehnike u poljoprivredi, te pitanjima biogeografije. Ove naucne oblasti “horizontalno sijeku” pitanje proucavanja zemljista — vitalnog resursa covjecanstva. Degradacija zemljista — propadanje ili gubitak proizvodnog kapaciteta zemljista, trenutno i u buducnosti, je ne samo nas, vec globalni izazov koji utice na sve kroz nesigurnost snabdijevanjem hranom, povecanjem cijene hrane. Ovaj vid degradacije utice i na klimatske promjene, gubitak biodiverziteta i usluga ekosistema; izaziva brojne druge opasnosti u zivotnoj sredini. - odgovorio je prof. Spalevic na pitanje o aktuelnostima problematike kojom se bavi.
- Radim sa istrazivackim timovima iz nekoliko zemalja, gdje sam prethodno promovisao sopstvene istrazivacke pristupe i svoja tehnicko-inovativna rjesenja, a registrovana kod Ministarstva nauke Srbije, gdje sam studirao i prethodno biran u zvanja. Transdisciplinarnost koju zagovaram i participativno ucesce veceg broja istrazivaca ima za posljedicu povecano znanje i razumijevanje pojedinih sistema koriscenjem unakrsnih veza; smanjuje percepciju modeliranja i istrazivanja „crne kutije“, a povecava svijest i ubrzava otkrivanje posljedica nezeljenih odluka i politika - porucio je Spalevic.
Modeli koji su pod rukovodstvom prof. Spalevica razvijeni na Univerzitetu Crne Gore, pored priznanja fundamentalnih istrazivanja, valorizovani su i kao nova tehnicko-inovativna rjesenja (metode) primijenjena na medjunarodnom nivou.
Potpisani su medjunarodni ugovori o poslovno-tehnickoj saradnji o zvanicnoj upotrebi sa vodoprivrednim organizacijama Sjeverne Makedonije, Irana, te priznati kroz administrativne procedure kao nova tehnicko-inovativna rjesenja od strane Ministarstva nauke Srbije. Jedna od prakticnih njihovih primjena je kod procjena zasipanja brana, rezervoara, te jezera – vjestackih i prirodnih.
Spalevic planira da nastavi istrazivanja i kroz publikovanje naucnih rezultata ukaze na znacaj i korisnost dalje upotrebe modernih tehnologija u oblasti nauke o zemljistu, geonauka, biotehnickih nauka. Trenutno radi na organizovanju nove generacije web platforme baze podataka rezultata primjene sopstvenih modela istrazivanja degradacije zemljista i rjecnih slivova Australije, Brazila, Crne Gore, Indije, Irana, Italije, Maroka, Nepala, Rumunije, Srbije, do integracije ovih modela i primjene za rjesavanje predmetnih problema preko Svjetske organizacije za proucavanje zemljista i voda (WASWAC).
- Za postizanje ove vizije bice potrebno uloziti jos mnogo energije. Kljucni atributi kod onoga na cemu radimo tokom evaluacije modela bice transparentnost, pobijanje i kvantifikacija nesigurnosti. Stalnim uporedjivanjem modela razvijenih kod nas, pozivajuci se na terenska istrazivanja i mjerenja i/ili batimetrije sprovedene u Srbiji, Nepalu, Brazili, Maroku, Iranu, sa rezultatima modela razvijenih u Americi i Zapadnoj Evropi, postignuti su zavidni rezultati. U trouglu primjene (1) modela naseg Univerziteta (Spalevic, 2020) – (2) metoda USLE (Wischmeier i Smith, 1978) i RUSLE (USDA Sluzbe za poljoprivredna istrazivanja (ARS) i Sluzbe za ocuvanje prirodnih resursa (NRCS) – (3) mjerenja/batimetrije, sve vise biljezimo rezultate nasih modeliranja blize mjerenjima od modela koje su razvile velike zemlje, sto je nekoliko puta objavjeno u recenziranim casopisima u poslednih 12 mjeseci – istice Spalevic.
- Utvrdjivanje naucne istinitosti i prihvatanje aplikacija na kojim radimo i informacija koje one proizvode je od najveceg znacaja za nas autore, kako bi se olaksalo njihovo razumijevanje i ponovljivost u razlicitim uslovima primjene. Ovo zahtijeva ucesce velikog broja aktera, otuda i veliki broj autora sa kojima radim, jer je krajnji test modela uvijek njegova korisnost i upotrebljivost od strane krajnjih korisnika. Mi koji se bavimo proucavanjem prirode, ekoloskim, biotehnickim, geonaukama, uvijek treba da imamo na umu i da isticemo da prirodni resursi ne pripadaju jednoj osobi, organizaciji, kolektivu ili naciji. Da pravi kapital nisu samo nasi prirodni resursi vec i nasa dostignuca u istrazivanju i obrazovanju. Ovdje smo sa idejom da prihvatamo, kataliziramo i pruzamo pozitivne rezultate efekata istrazivanja, istovremeno pazljivo uvazavajuci kulturoloske razlike svih sa kojim saradjujemo tokom naucnih istrazivanja, sa otvorenim pristupom svim svojim empirijskim nalazima za sve zainteresovane strane. Istrazivanja, knjige, akademski radovi, konferencije cine nauku. Naucna dostignica podsticu iskorake – istice Spalevic.
Zakljucuje porukom da smo svi mi istrazivaci Univerziteta Crne Gore neraskidivi dio globalne akademske zajednice.

to the development of scientific, research, professional work and
international positioning of the University of Montenegro
University of Montenegro - Docent Velibor Spalevic, at the proposal of the Biotechnical Faculty, is to receive the Accolade of the University of Montenegro (UCG) for outstanding contribution to the development of scientific, research, professional and artistic work and international positioning of the University of Montenegro.
In 2021, Professor Velibor Spalevic, together with international scientific teams (Montenegro, France, Italy, Brazil, Iran, Greece, Slovakia, Romania, Serbia, Albania, Bosnia and Herzegovina), mainly by using his own models and technical and innovative solutions developed at the University of Montenegro, published 26 scientific papers, of which 11 scientific papers in international journals that have been indexed in the Web of Science / SCI bases (Q1 - 7 papers; Q2 - 3 papers; Q3 - 1 paper); 13 papers in magazines indexed in SCOPUS, published by Elsevier; 4 chapters of authored monographs: published by Springer (2) and the Academy of Sciences and Arts of the Republic of Srpska. This year, as a reviewer, he has made a large number of reviews for magazines indexed in the Web of Science / SCI and SCOPUS databases.
In 2021, Professor Spalevic, together with colleagues from Montenegro and from abroad, organised four international conferences in Serbia and Iran and participated in the work of seven research and technical projects. In one of the projects concerned, the Montenegrin Academy of Sciences and Arts appointed earlier this year Prof. Spalevic as a leading researcher and the first author of Montenegro's Geography Lexicon project. In 2021; at his colleagues' proposal, he was elected a foreign member of the Engineering Academy of Serbia. As of this year, he has been the Counsellor of the World Association of Soil and Water Conservation (WASWAC); in the same term he has been the chairperson of the Young Scientists Forum of this Association (WASWAC). This year, he has been re-elected the chairperson of the Division SSS8: Soil, Environment and Ecosystem Interactions of the European Geosciences Union (EGU).
In 2021, at the Faculty of Architecture of the University of Montenegro (UoM) he was co-mentor of one master thesis; a member of the commission for evaluation and defense of a doctoral dissertation at the Department of Geography, the Faculty of Philosophy of UoM; a member of the commission for evaluation and defense of a master thesis at the Faculty of Electrical Engineering of the UoM, where a web platform for assessing erosion intensity and runoff was developed according to Spalevic's models.
By the Decision of the Central Commission of the 16th International Education Fair "Putokazi" (the Guidelines), based on the overall results of quality assessment in science and education, and the Rulebook of the Novi Sad Fair (Serbia), he was awarded a great gold medal for 2021 – a diploma with a special accolade for the higher education development.
- My work at the University of Montenegro (since 1995) concerns my previous and upcoming research in biotechnical and geosciences from the area of soil science, machinery and techniques in agriculture, as well as the area of biogeography. These scientific areas are "cross-cutting" for the research of soil, the vital resource for humankind. Soil degradation — loss of the soil and its production capacity, current and future, is not only our challenge but also a global challenge that affects us all, increasing food insecurity by rising food prices. This degradation aspect also has an impact on climate change, loss of biodiversity and ecosystem services, causing many other environmental threats, Prof. Spalevic said when asked about the topicalities in his field of scientific interest.
- I work with research teams from several countries, where I have previously promoted my own research approaches and technical and innovative solutions, registered with the Ministry of Science of Serbia, where I studied and received academic promotions for teaching and research positions. The transdisciplinarity I advocate and the participatory approach involving a larger number of researchers results in increased knowledge and understanding of individual systems by cross-linking; reduces the perception of black box modelling and research and raising awareness and accelerating the identification of undesirable decisions and policies - Spalevic said.
The models developed at the University of Montenegro, under the guidance of Prof. Spalevic, in addition to recognition by fundamental research, were also recognized as new technical and innovative solutions (methods) applied internationally.
International contracts on technical co-operation on the official use its methodological approaches were signed with the water management organizations of North Macedonia, Iran, and recognized through administrative procedures as new technological and innovative solutions by the Ministry of Science of Serbia. One of their practical applications is to assess the siltation of dams, reservoirs, and lakes – artificial and natural.
Spalevic plans to continue research and highlight the importance and benefits of further use of modern technologies in soil science, geosciences, and biotechnical sciences by further promoting of his research results and with publishing scientific results. He is currently working on the organization of a new generation of web platform database of results from the application of his own models of research on land degradation and integrated watershed management in Australia, Brazil, Greece, Montenegro, India, Iran, Italy, Morocco, Nepal, Romania, Serbia, to the integration of these models and their application to address the said issues in communications with his colleagues, through the communications established with the support of the World Association of Soil and Water Conservation (WASWAC).
- A lot more energy needs to be invested to achieve this vision. The key attributes of what we are working on during the model evaluation will be transparency, refutation and quantification of uncertainty. By continuously comparing models developed in our country, referring to field research and measurements and/or the bathymetry conducted in Serbia, Nepal, Brazil, Morocco, Iran, with the results of models developed in America and Western Europe, remarkable results have been achieved. In the triangle of application (1) of our University's model (Spalevic, 2020) - (2) USLE method (Wischmeier and Smith, 1978) and RUSLE - (3) measuring/bathymetry, we are increasingly recording the results of our modelling close to the measuring and results of the models developed by large countries, which has been published several times in reviewed journals over the past 12 months - Spalevic notes.
Determining scientific veracity and acceptance of the applications we work on and the information they produce is of the utmost importance for us as authors to facilitate their understanding and repeatability in different application conditions. That requires the participation of many stakeholders, hence a large number of authors I work with because the ultimate test of the model/s is always its usefulness and usability by end-users. We who study nature, environmental, biotechnical, geosciences should always keep in mind and emphasize that natural resources do not belong to a person, organization, community or nation. The true capital is not only our natural resources but also our achievements in research and education. We are here with the idea to accept, catalyze and provide positive results of research effects while respecting the cultural differences of all we work with during scientific research, with open access to all our empirical findings for all interested parties. Research, books, academic work, conferences make science. Scientific achievements encourage breakthroughs -Spalevic says.
In conclusion, he notes that all researchers at the University of Montenegro are inextricably linked to the global academic community.
